For California cities, counties, and special districts

The near-term pressure

Local agencies carry the same ADA Title II web accessibility obligation as the state, on smaller staffs. Under the DOJ's April 2026 interim final rule, entities serving 50,000 or more must conform to WCAG 2.1 Level AA by April 26, 2027; smaller entities and special districts have until April 26, 2028. For a city with a decade of PDF agenda packets online, the remediation backlog is usually the binding constraint, not the website itself.

How local procurement differs

Cities and counties are not bound by the state's SB/DVBE Option, and DVBE certification does not automatically confer preference at the local level. Most California local agencies run their own programs instead — local small business preferences, veteran-owned preferences, or emerging business categories — with separate registration and separate thresholds.

Practically, that means two things. Purchases under a local agency's informal quote threshold can often be handled with a written quote rather than a formal bid. And where a local preference program exists, our certifications may or may not map onto it; we will tell you directly rather than assert an advantage we do not have.
