California departments can contract with us directly.
Government Code §14838.5 and §14838.7 let a state department skip the advertised solicitation for purchases in a defined range, provided it collects quotes from two certified businesses. We are one of them.

Ceiling
Covers goods, services, and information technology. Splitting a requirement to fit is not permitted.
Quotes required
The department obtains quotes from a minimum of two certified small businesses or two certified DVBEs.
Advertising required
DGS estimates the Option can save roughly 90 days against a competitive solicitation.

How federal agencies buy from us
Federal agencies can award to us directly.
As an SBA-certified Service-Disabled Veteran-Owned Small Business, Anchor Ridge is eligible for SDVOSB set-asides and sole-source awards across federal agencies under FAR subpart 19.14, and for VA opportunities under Vets First.
Sole-source ceiling
FAR 19.1406 caps an SDVOSB sole-source award, including options, at $5 million for non-manufacturing NAICS codes such as our primary, 423430. The cap is $8.5 million for manufacturing codes.
Set-aside threshold
A contracting officer may restrict competition to SDVOSBs when market research shows two or more will offer at a fair market price.
Considered early
FAR 19.1406 directs contracting officers to consider an SDVOSB sole source before a general small business set-aside, when its conditions are met.
Vets First
At the Department of Veterans Affairs, certified SDVOSBs and VOSBs receive contracting priority under the VA's own acquisition regulation.
If market research on a software requirement turns up no other SDVOSB likely to offer, a sole-source award to Anchor Ridge may be available. For supply set-asides the nonmanufacturer rule applies, and we confirm manufacturer size or a class waiver before representing eligibility. Verify our certification at veterans.certify.sba.gov.

Under the Department of Justice rule implementing Title II of the ADA, public entities serving populations of 50,000 or more must bring web content and mobile apps to WCAG 2.1 Level AA by April 26, 2027. Smaller entities and special districts have until April 26, 2028. Every California city, county, and state agency is working against one of those two dates.

Primary distribution runs through our active reseller account with Carahsoft Technology Corp, the largest software distributor in the public sector market. For manufacturers outside that catalog, we transact through the manufacturer's own authorized partner program. Either way, licensing, fulfillment, and manufacturer support run on established channel infrastructure, so a single-owner business is not a single point of failure on delivery.
Anchor Ridge does not provide IT services, cybersecurity services, systems integration, or consulting, and does not pursue Department of Defense contracts. These are standing scope limitations rather than capacity constraints.
